I don't always know how to start chapters, but I typically end chapters with some sort of hook to get readers to go on to the next chapter.  For myself, I try to start chapters with a clear identification of the POV character for that chapter, a description of the scene, and detailing the current obstacle blocking their goal (not necessarily in that order, but I hope you get the picture).

Hope that gives you some ideas for your muse.
