The “Fourth Estate” in Democracy  Assistance 
Practices and Challenges of German & International Media Development
Cooperation

Founded in 2005 the “Forum Media and Development” (FoMe) serves as
an independent platform for German political foundations,
non-governmental and parastatal organisations active in media
development. Each year, FoME organizes an international symposium
focusing on a specific issue. In 2010, with the German Federal Ministry
for Economic Cooperation and Development (BMZ) under new leadership, it
seems to be the right moment to take a new look at German media
development cooperation. At the same time media assistance has been
gaining momentum on the international stage - be it with regard to
post-conflict societies, the media's role in climate change or in the
context of the digital revolution. 

In order to study international practices of media development
cooperation and its challenges we have invited international experts in
this field to report on the successes, difficulties and lessons learned
in media development cooperation. Case studies from a number of
countries and an insiders’ look into donor programmes form the basis
for a critical reflection on the role of media assistance in the context
of democracy promotion. Our main interest is to have an open debate
about the very practical challenges of our work. 

The symposium will be complemented by a documentation on German media
assistance (based on a survey sent out in September 2010) and a
literature guide on international media assistance.
