Community Broadcasting Policy in Europe

The Center for Media and Communication Studies at Central European
University (CEU) invites papers for a workshop to be tentatively held in
May, 2007 at CEU in Budapest titled "Community Broadcasting Policy in
Europe".

The phenomenon of community media is not new to Europe.  Many individual
countries have licensed community radio stations, and in some countries,
licensed community television stations.  The evolution of community-based
broadcasting has developed uniquely across Europe at different times and
under different circumstances.  The pressure for states and international
bodies to expand, support and develop sectors for 'citizen' access to
broadcasting continues to grow.  However, little is known comparatively
about the current state of community broadcasting policy and its impact
across Europe, and even less among the newest European Union member states
and Central and Eastern European countries.  For example, what steps are
taken to ensure that useful community broadcasting policies are developed,
and that they are formulated in a way that results in the development of
such stations?

This workshop aims to bring together researchers interested in community
broadcasting policy, implementation and impact.  Paper topics might
include: analysis of individual state policies on community broadcasting;
comparative policy studies; examination of European-level policy; studies
comparing state policy to practice; impact assessment and evaluation; role
of civil society or social movements in policy development; impact of
digital media and information technologies and community broadcasting
policy; community broadcasting in transitional societies, and ethnic and
independent broadcasting.  Other related research topics are welcomed.
Researchers with broadcasting agencies, civil society, public policy or
legal backgrounds, junior scholars, and graduate students are also
encouraged to submit abstracts, as are those with an interest in Central
and Eastern Europe.

Out of this workshop, we hope to build a network of researchers interested
in the area of community broadcasting policy, culminating in future
collaborative research projects and the possibility of an edited journal
volume or book.

The deadline for submission of abstracts (500 words) and CV is 10 January,
2006.  You will be informed whether or not your abstract is accepted by 30
January, 2007. The deadline for full papers (4-5000 words) is 30 April,
2007.
