For those of you puzzled by what the fuss with Harlequin is about:  it  
means that Harlequin offers critique services for a fee.  A writer may  
submit a manuscript that's rejected by Harlequin editors, who then  
recommend that the author purchase H's critique service for a fee with  
hopes of being published.

This practice is severely frowned upon as less than ethical.  About on  
the level of charging reading fees simply to look at someone's  
manuscript.
