"Access
and the Global Community Media Landscape"

Alliance for Community Media
International
Conference and Trade Show
July
9-12 2003

Washington
The
White Paper Committee seeks papers and essays for presentation during a
"White
Paper" session within the 2003 International Conference and Trade
Show
of the Alliance for Community Media (ACM) in Tacoma, Washington, July
9-12. Abstracts will also be considered. Authors must attend the White
Paper
session during the ACM conference. The
White Paper session is
scheduled
within the track: "Community Media: Cultural and Global Issues"
A
single paper or essay will be selected for presentation in one session,
chosen
from competitive submissions. Paper and
presentation should be
accessible
to a general audience of community media practitioners and
interested
parties. White Papers from previous ACM
conferences are
available
on the White Paper website at
http://faculty.menlo.edu/~jhiggins/acmwhitepaper/. Many White Papers are
also
available in the "Rethinking Access Philosophy" issue of the
Community
Media
Review (Summer 2002).
AREAS
OF FOCUS
Submissions
are invited pertaining to any area of access, but should
address
more philosophical aspects of public, educational, or governmental
access/community
media/alternative media, democratization of the media,
self-reflexive
analysis of basic access tenets, access and activism,
international
community media, etc. Of special
interest are submissions
that
focus on global issues surrounding community-based, alternative media
(e.g.,
the World Summit on the Information Society and the role of civil
society
in national and global movements toward the democratization of
communication),
or compare the tenets and traditions of US community media
with
alternative media in other parts of the world.
However, other works
dealing
with access or media democracy in general are also appreciated.
CRITERIA
Papers
and essays submitted for the White Paper session will be evaluated
according
to their importance to the practice and philosophy of
community-based
media; contribution to the knowledge base of community
media;
interest to an audience of access practitioners, academics,
activists,
and other involved groups; conceptualization; and the clarity of
presentation. The session should include a significant
amount of
interaction
with session participants.
PUBLICATION
With
author approval, manuscripts submitted may be published in the
Community
Media Review and/or the CMR web site.
SUBMISSION
GUIDELINES:
Manuscripts
should be submitted in electronic form - using either an e-mail
attachment
or a 3.25" floppy disk formatted for Windows. Mac users
submitting
as an email attachment, please add ".doc" to the file
name. Please scan for viruses before submitting in
either
format. Manuscript should utilize Microsoft Word, or
comparable text
format
(e.g., Word Perfect, rtf format). In the
body of the cover message
please
describe the document format and software version (e.g., Microsoft
Word
2000 for Widows). On a separate page,
provide contact information, a
brief
biographical summary of the author, and an abstract of no more than
100
words.
Submit
manuscripts or abstracts by May 15, 2003.

nonprofit, national membership organization founded in 1976, the Alliance
represents
the interests of over 1,000 public, educational and governmental
("PEG")
access organizations and public access internet centers throughout
the
country. It also represents the
interests of an estimated 1.5 million
individuals,
through their local religious, community, charitable and other
groups,
who utilize PEG access television centers and Internet providers to
speak
to their memberships and their larger communities.
