All Campuses - Update to ProCard Guidelines regarding Subscriptions, Memberships and Licenses

Due to the complex issues surrounding subscriptions, memberships and licenses, Internal Auditing and the Financial Service Departments have requested the following rules be implemented immediately.

Memberships and licenses MAY NOT be paid with the ProCard.

Subscriptions MAY BE paid by ProCard but must meet the following requirements: 
    1. Standard Subscriptions must not be paid more than 6 weeks in advance 
    2. Medical subscription must not be paid more than 6 months in advance 
    3. Subscriptions should only be purchased one year at a time and must be addressed to the Institution at a University Address.
