Legislative Corner

Urgent Alert - Congress to Vote Soon on Devastating Cuts to Title V
On February 9, House Appropriations Committee Chairman Harold Rogers (R-KY) released initial details of a House proposal (available here) to revise the current continuing resolution (CR) that would fund federal government through the rest of the fiscal year. The proposal includes a $210 million cut to the Title V Maternal & Child Health Block Grant and is expected to be voted on in the House early next week. [more]

HHS Allocates $750 Million from ACA Prevention Fund
Department of Health and Human Services Secretary Kathleen Sebelius announced on February 9 the allocation of the $750 million investment in prevention and public health, funded through the Prevention and Public Health Fund created by the new health care law. Building on $500 million in investments last year, these new dollars are focused largely on preventing tobacco use, obesity, heart disease, stroke, and cancer; increasing immunizations; and empowering individuals and communities with tools and resources for local prevention and health initiatives. Home Visiting Program Guidance Released
On Tuesday the new Maternal, Infant and Early Childhood Home Visiting Program released the Supplemental Information Request (SIR) to state grantees to guide development of Updated State Plans. [more]

U.S. Department of Health and Human Services Issues Letter to Governors about Medicaid
On February 3, Secretary Sebelius sent a letter to governors outlining the flexibility and support available to states that are examining how to make Medicaid programs more efficient while meeting pressing health care challenges in the face of difficult budget circumstances. Secretary Sebelius stated that HHS is increasing their efforts to help states identify cost drivers in Medicaid and will provide the states with new tools and resources. [more]

Health Reform: Court Ruling Update
On January 31, Judge Roger Vinson of the U.S. District Court of the Northern District of Florida ruled that the Affordable Care Act’s requirement that nearly all Americans purchase health insurance is not within the legal bounds of Congress’s power under the commerce clause. According to the New York Times, Judge Vinson’s ruling differs from previous court cases in the respect that he concluded that the insurance requirement was so “inextricably bound” to other provisions of the Affordable Care Act that its unconstitutionality required the invalidation of the entire law. Selected skills-building sessions and workshops are being recorded and archived with the support of the Maternal and Child Health Bureau. The conference webcasting, recording and internet development provided by the Center for the Advancement of Distance Education (CADE) of the University of Illinois School of Public Health. Archived sessions will be available within three weeks of the close of the conference at mchcom.com.

Call for Healthy Living Innovation Awards
The U.S. Department of Health and Human Services (HHS) is accepting nominations for the 2011 Healthy Living Innovation Awards. These awards will identify and acknowledge innovative health promotion projects that have demonstrated a significant impact on the health status of a community. The nominations are due by March 1. RWJF Call for Applications for its Clinical Scholars Program
The Robert Wood Johnson Foundation and the U.S. Department of Veterans Affairs collaborate to foster the development of physicians who will lead the transformation of Americans’ health and health care through the Robert Wood Johnson Foundation Clinical Scholars program. These future leaders will conduct innovative research and work with communities, organizations, practitioners and policy-makers to address issues essential to the health and well-being of all Americans. AAP Webinar on Health Insurance Exchanges
The AAP Division of State Government Affairs will host “Health Insurance Exchanges: Opportunities for AAP Chapter Advocacy” webinar on March 1 from Noon to 1 p.m. CST. While two states have exchanges up and running, and other states have enacted exchange authorization legislation, most states will use 2011 to lay the groundwork for exchange planning and implementation. Call for Abstracts for the Western MCH EPI Conference
The 2011 Western Regional Maternal and Child Health Epidemiology (MCH EPI) Conference organizers invite local, state and federal public health professionals working to improve the health of women, children and families to submit abstracts for the June 19-20 Conference. The abstract submission deadline is March 31. [more]

On January 27-28, the Secretary’s Advisory Committee on Heritable Disorders and Genetic Diseases in Newborns and Children met in Washington, DC. AMCHP members Chris Kus (NY) and Melita Jordan (PA) participated in the meeting. Chris Kus also serves on the Advisory Committee. Main agenda items included updates on Severe Combined Immunodeficiency screening, a report on the evidence surrounding hyperbilirubinemia, and results of a national survey of recent and prospective mothers about newborn screening. OHRC Releases New Edition of its Knowledge Path for Oral Health
The knowledge path, “Oral Health for Infants, Children, Adolescents, and Pregnant Women, “ produced by the National Maternal and Child Oral Health Resource Center (OHRC) in collaboration with the MCH Library at Georgetown University, offers resources that analyze data, describe effective programs and report on policy and research aimed at improving access to and the quality of oral health care. The knowledge path can be used by health professionals, program administrators, educators, and policymakers to learn more about oral health, for program development, and to locate training resources and information to answer specific questions. NASHP Releases Paper on ACA and CSHCN
The paper, “The Affordable Care Act and Children with Special Health Care Needs: An Analysis and Steps for State Policymakers,” published by the National Academy for State Healthy Policy (NASHP) for the Catalyst Center with support from the Maternal and Child Health Bureau, reviews ACA provisions promoting increased and more continuous coverage through the private insurance market and new Exchanges established by law, as well as through Medicaid and the Children's Health Insurance Program. Urban Institute Releases Issue Brief on States’ Medicaid and CHIP Policy Choices
The brief, “Improving the Lives of Young Children: Opportunities for Care Coordination and Case Management for Children Receiving Services for Developmental Delay,” produced by the Urban Institute, examines states' Medicaid and CHIP policy choices and new opportunities under health reform and other federal legislation to develop a well-coordinated system of care for children receiving Early Intervention (EI) and other ongoing services. Center Offers Resources for Improving Child Welfare Systems of Care
The National Technical Assistance and Evaluation Center for Systems of Care (the Center) supports Children's Bureau grantees and others in designing and building home- and community-based systems of care that will improve safety, permanency and well-being for families and children. The website contains reports, toolkits, webinars and other resources reflecting the experiences, challenges, and lessons learned of grantee communities participating in a national demonstration initiative. New Report on the Labeling of Children’s Food
The report, “Claiming Health: Front-of-Package Labeling of Children's Food,” published by the Prevention Institute, examines whether front-of-package (FOP) labels on grocery store products marketed to children promote healthy foods. Topics include nutritional content, caloric sweeteners and whole food ingredients in children's products with FOP labeling; products that failed to meet specified criteria for fat, saturated fat, sugar, sodium and fiber; and artificial food dyes in study products. AHRQ Releases Report on Women at High Risk for Diabetes
The report, “Women at High Risk for Diabetes: Access and Quality of Health Care, 2003-2006,” published by the Agency for Healthcare Research and Quality (AHRQ), examines the quality of preventive health care received by U.S. women at high risk and not at high risk for diabetes, using the most scientifically based measures and national data sources available. AHRQ Releases Issue Brief on Women Cancer Screening and Treatment
The brief, “Women Cancer Screening and Treatment in Women: Recent Findings,” published by the Agency for Healthcare Research and Quality (AHRQ), summarizes findings from AHRQ-supported research projects focused on cancer in women published January 2006 through December 2009. [more]

AMCHP Associate Director for Women’s and Infant Health (Part-time)
This part-time position is accountable for the development, implementation and evaluation of program activities related to women’s and infant health and maternal and child health data and assessment through cooperative agreements and other funding sources. The Associate Director leads the Women’s and Infant Health Team and contributes to the advancement of MCH programs. This position leads the tracking, analysis, and reporting on federal and state programs impacting women’s and perinatal health, leads work to strengthen the capacity of MCH epidemiology at the state and national levels, and plays a critical role in fund development for women’s and infant programmatic efforts. The Associate Director develops and maintains partnerships with relevant federal agencies, funders, and other national organizations, coalitions and groups concerned with women’s and infant health. The Associate Director leads technical assistance efforts for the organization related to women’s and infant health. This position reports to the Director of Programs. [more]

Organizational Performance & Member Services Intern
As a member of AMCHP’s Organizational Performance and Member Services team, the intern will support our member services activities. The intern will assume responsibility for a wide range of projects and functions, requiring professionalism and task orientation. Responsibilities include working with the Member Services Manager on membership campaigns, including dues renewals and member retention programs; analyzing member assessment data and using those data to inform AMCHP’s membership services; assisting in managing the AMCHP member database, including updating AMCHP member information; providing reports to AMCHP staff, including the CEO and Executive Committee, on membership statistics; supporting member services; tracking new and retiring members; coordinating the production of member welcome packets, including membership cards. HRSA Funding for Part D: Coordinated HIV Services and Access to Research for Women, Infant, Children and Youth
Deadline: March 11
The purpose of the Part D funding is to provide family centered care involving outpatient or ambulatory care (directly, through contracts or MOUs) for women, infants, children and youth with HIV/AIDS. This means all Part D grantees are expected to directly provide or coordinate for the provision of primary medical care to the clients they serve. The projects are expected to conduct case finding in order to bring infected people into care. Once in care, specific efforts must be made to retain individuals in care. Grantees are expected to provide care, treatment, and support services or create a network of medical and social service providers, who collaborate to supply services. To learn more, visit here.

HRSA Funding for Affordable Care Act - Health Center Planning Grants
Deadline: March 18
The purpose of planning grants is to demonstrate the need for health services in the community from public or nonprofit organizations seeking a grant to plan for the development of a comprehensive primary care health center under the Health Center Program authorized under Section 330 of the Public Health Service Act. The purpose of the Health Center Program is to extend comprehensive primary and preventive health services (including mental health, substance abuse and oral health services) and supplemental services to populations currently without access to such services, and to improve their health status. CDC Funding for Comprehensive STD Prevention Systems-Infertility Prevention Project
Deadline: March 21
The goal of this supplement is to provide additional support to project area STD prevention programs for the expansion of Chlamydia and gonorrhea (CT/GC) screening and treatment services. Plans for targeted CT/GC screening and treatment activities should reflect program decisions based on local epidemiology and disease prevalence estimates. To learn more, visit here.

HRSA Funding for the National Healthy Tomorrows Technical Assistance Resource Center
Deadline: March 25
The purpose of this program is to support activities of the Healthy Tomorrows Partnerships for Children Program (HTPC) which strives to improve access and delivery of maternal and child health services through governmental and professional partnerships. Specifically, this cooperative agreement is designed to promote problem-solving approaches which enhance community and provider participation. This provider partnership will encourage private sector and other support for improved coordination of and access to health resources at the community-level for pregnant women, infants, and children. ANA Funding for Environmental Regulatory Enhancement
Deadline: April 1
The Administration for Children and Families, Administration for Native Americans (ANA) announces the availability of Fiscal Year 2011 funds for community-based projects for the Environmental Regulatory Enhancement program. The Environmental program provides funding for projects that support the development, enforcement and monitoring of tribal environmental quality and regulatory programs. To learn more, visit here.

ANA Funding for Social and Economic Development Strategies Tribal Governance- SEDS TG
Deadline: April 5
The Administration for Native Americans (ANA), within the Administration for Children and Families (ACF, announces the availability of Fiscal Year FY 2011 funds for new community-based projects under the ANA Social and Economic Development Strategies Tribal Governance (SEDS-TG) program. ANA's FY 2011 SEDS TG will fund tribal governance projects formerly funded under SEDS and will expand the governance priority to emphasize projects that strengthen the internal capacity and infrastructure of tribal governments to increase services provided to children and families. The FOA will also emphasize increasing the tribal government's ability to exercise local control and decision making over their resources. To learn more, visit here.

CDC Funding for Affordable Care Act (ACA): Childhood Obesity Research Demonstration
Deadline: April 8
The objective of the demonstrations is to determine whether an integrated model of primary care and public health approaches in the community can improve underserved children’s risk factors for obesity. These approaches may include policy, systems, and environmental supports that encourage nutrition and physical activity for underserved children and their families. Grantees will develop, implement, and evaluate multi-sectoral (i.e., childcare, school, community, health care), multi-level (i.e. child, family, organization, community, policy) intervention demonstration projects for underserved children ages 2-12 years and their families utilizing the Obesity Chronic Care Model and other similar models. Children's Health Insurance Program Reauthorization Act (CHIPRA) Outreach and Enrollment Grants - Cycle II
Deadline: April 18
On February 4, 2009, the president signed into law the Children’s Health Insurance Program Reauthorization Act of 2009 (CHIPRA). CHIPRA reauthorizes and fully funds the Children’s Health Insurance Program (CHIP) through Federal fiscal year 2013. The Affordable Care Act further extended the CHIP program through 2019 and authorized funding through 2015. CHIPRA provided a total of $100 million devoted to outreach and enrollment activities, with $80 million to be provided in grant funds to states, local governments, community-based and nonprofit organizations, and others, and $10 million in grant funds exclusively for Indian health providers, and Tribal entities. The remaining $10 million is devoted to a national enrollment campaign. In September 2009, CMS awarded $40 million in grant funds to 68 grantees across 42 states, and in April 2010, CMS awarded nearly $10 million to 41 tribal health provider grantees in 19 states. Cycle II will again offer $40 million in grant funds to be made available for a two year period. Cycle II is designed to be more targeted than Cycle I, encouraging prospective grantees to design their proposals based on a menu of focus areas. To learn more, visit here.

RWJF Grant for Childhood Obesity Prevention
Deadline: July 1
The purpose of this funding opportunity, provided by the Robert Wood Johnson Foundation (RWJF), is to support research to analyze and improve policy and environmental strategies to increase physical activity among children and adolescents. Proposals will support opportunistic, time-sensitive studies on emerging or anticipated changes in physical activity-related policies or environments. NIH Funding for Epidemiology and Prevention in Alcohol Research (R01)
Deadline: January 7, 2014
The National Institute on Alcohol Abuse and Alcoholism (NIAAA), National Institutes of Health (NIH), encourages the submission of investigator-initiated research grant applications to support research investigating the epidemiology of alcohol use, alcohol-related harms, and alcohol use disorders and the prevention of underage drinking, alcohol-related harms, and alcohol use disorders.
