I'm very familiar with STPI as it is an NSF FFRDC that does a lot of work for NSF -- and in fact recently completed a good analysis of EPSCoR. I'm attaching flyers for both the Summer Associate Program (10 week internship open to graduate students and rising seniors) and the Science Policy Fellowship Program (open to recent bachelor's degree recipients). If you're not familiar with STPI, they provide expert support to OSTP and other government organizations (including NSF and the National Science Board). They do program evaluation, identification of best practices, and analysis of policy options, among other functions.
