OneNet suggested obtaining a T1 or better directly out to them
(bypassing OU) to facilitate video-conferencing. Video-conferencing
alone wouldn't justify the cost:

T-1 monthly recurring charge: $514.00
One-Time Installation charge: $1100.00

10Mbps Ethernet monthly recurring Charge: $ 2033.00
One-Time Installation charges: $ 1600.00

It occurred to me there may be other labs that might have reason to
access such an open line and , more importantly, would be willing to
budget a portion of the fees. Obviously, such a line would be insecure
and guarantees would have to be made that it is isolated from other
networks.
