Transactional Records Access Clearinghouse

A six-month study by the Transactional Records Access Clearinghouse (TRAC)
has found serious flaws in how the Civil Rights Division tracks the
enforcement of federal civil rights laws and the extent of U.S. civil
rights problems. The study was undertaken by TRAC after officials in the
Justice Department claimed the decline in civil rights enforcement
documented by information from the federal courts and the Executive Office
of United States Attorneys was not correct.

TRAC's analysis of the Civil Rights Division's troubled record keeping was
provided to Attorney General Alberto R. Gonzales and other interested
parties. The initial TRAC report documenting a substantial decline in civil
rights enforcement during the Bush administration was published on November
