The best approach is to e-mail Jennifer McGill, executive director, prior to
the Winter meeting and ask what the options are for getting a plenary or at
least a mini-plenary.  She might suggest that you contact the Standing Committee
that is responsible for planning this year's plenary or she might say that
she has slots set aside for special circumstances like this.  I would also bring
it up at the Council of Divisions meeting because when other Divisions
realize there's an important anniversary of the Kerner Commission Report, they, too,
will want to participate in special programming.
